Did u disable the right firewall? In WIndows 10 u can disable 3 Firewalls, On for like an Internet Cafe, one for ur work office, and then one for ur home wifi/lan. U need to choose which fits ur current situation

Just Restartr PC And Make sure that firewalls disabled and then open loader
